Nothing. They are the same product. The terms are usually just to clarify and separate a tablecloth's use.
A tablecloth is generally used alone or to cover a table to the floor.
An overlay is a tablecloth that drapes over another tablecloth and hangs over the table's edge. Usually to the lap of the guests.
A topper is a tablecloth that only covers the top of the table.
